Integrity Zone

Based on Permenpan RB Number 90 of 2021 concerning the Development and Evaluation of Integrity Zones Towards Corruption-Free Regions and Clean and Serving Bureaucracy Regions in Government Agencies, Integrity Zone (ZI) is a government agency whose leadership and staff have committed to realizing Corruption-Free Regions/Clean and Serving Bureaucracy Regions through bureaucratic reform, particularly in realizing clean and accountable governance and quality public services. Ministries, agencies and local governments that have been declared as ZI propose one of their work units to become a Corruption-Free Region.

Corruption-Free Region (WBK) is a predicate given to a work unit that has successfully implemented bureaucratic reform well, which has met most of the improvement criteria on the lever component and has realized clean and accountable governance and quality public services. Clean and Serving Bureaucracy Region (WBBM) is a predicate given to a work unit that has successfully implemented bureaucratic reform very well, which has met most of the improvement criteria on the lever component to realize clean and accountable governance and quality public services.

The development of ZI towards WBK-WBBM is a miniature application of bureaucratic reform in several work units that aims to build a bureaucratic reform program that is able to develop an anti-corruption, high-performance bureaucratic work culture and provide quality public services.

Permenpan RB Number 52 of 2014 as amended by Permenpan RB Number 90 of 2021 concerning the Development and Evaluation of Integrity Zones Towards Corruption-Free Regions and Clean and Serving Bureaucracy Regions in Government Agencies has explained that the process of developing an Integrity Zone has several stages that must be passed, namely declaration, development, proposal, assessment, and determination.

The most important stage in the Integrity Zone is the development itself. Development means building integrity in a government agency unit through various planned, massive, comprehensive, and systematic changes and improvements. Building integrity means building systems, building people, and building culture.

Building systems means building various instruments, SOPs, and regulations to prevent corruption/other misconduct. For example, building a gratification control system, building a Whistleblowing System (WBS), building an internal control system, and others.

Building people means building the mindset of government officials to be reluctant, ashamed, and guilty of committing corruption/other misconduct. The process of building mindset is not easy, as there will be found reluctance and even resistance. Additionally, it requires considerable time with continuous habituation.

There is still much to be done, do not hesitate to establish yourself towards this new comfort zone. In the end, the effectiveness of the Integrity Zone is largely determined by the commitment of leadership and all staff within it. Various success stories of Integrity Zone development in Indonesia and other countries show that commitment is a prerequisite for an institution with integrity. If the commitment is strong, then realizing a clean and serving institution through the Integrity Zone will become a necessity. However, if the commitment is weak, the aspiration to become an integrity zone will only be a mere fantasy and image-making.

The development of the Integrity Zone is considered a role model for Bureaucratic Reform in enforcing integrity and quality services. Thus, the development of the Integrity Zone becomes an important aspect in preventing corruption in government.

Integrity Zone is a concept derived from the concept of island of integrity. Island of integrity is commonly used by government and Non-Governmental Organizations (NGOs) to demonstrate their commitment to eradicating and preventing corruption. There are two key words in the Integrity Zone, namely integrity and island/zone or island/archipelago.

Integrity or integritas is defined as an attitude or culture that shows consistency between words and actions and an attitude to reject all reprehensible actions that can harm oneself and the institution. Meanwhile, zone or island is depicted with units of government agencies that have planted the value of integrity within them.

Semarang State Polytechnic, in an effort to build a Corruption-Free Region (WBK) and Clean and Serving Bureaucracy Region (WBBM) on Monday, January 22, 2018, held an Integrity Zone Declaration Ceremony which took place in the Director's Meeting Room of Semarang State Polytechnic.

The main event was the Declaration and Reading of the Integrity Zone Development Pledge by the Director of Semarang State Polytechnic, followed by the signing of the Integrity Zone Declaration Charter. The event was attended by all levels of Polines leadership up to the level of Sub-Department Heads and Study Program Chairs.

In his remarks, the Director of Semarang State Polytechnic, Ir. Supriyadi, M.T., said that the Declaration of the Integrity Zone is an effort to accelerate the achievement of the goals of Bureaucratic Reform, namely increased organizational capacity and accountability, agencies that are clean and free from corruption, and improved public services. To move towards WBK and WBBM, then this Integrity Zone declaration is very important to implement so that it can provide excellent services and not accept in any form that will cause corruption.

Furthermore, the Director of Semarang State Polytechnic on this occasion conveyed that there is no clean educational institution without integrity. "Integrity Zone is for agencies committed to creating quality public services, and it is hoped that Polines will be increasingly qualified in the future with professional office management arrangements and may Allah SWT always help Polines realize all the planned work programs," concluded the Director.
